Build Pipeline - language version updates

We've just pushed an update across our build infrastructure that contains a number of upgrades to the supported languages and tools.

Go

Go 1.17 has been upgraded to 1.17.3
Go 1.18 has been upgraded to 1.18.10
Go 1.19 has been upgraded to 1.19.13
Go 1.20 has been upgraded to 1.20.8

PHP

PHP 8.0 has been upgraded to 8.0.30
PHP 8.1 has been upgraded to 8.1.23
PHP 8.2 has been upgraded to 8.2.10

Python

Python 3.10 has been upgraded to 3.10.13
Python 3.11 has been upgraded to 3.11.1

NodeJS

Node 18 has been upgraded to 18.17.1

Ruby

Ruby 3.1 has been upgraded to 3.1.4
